This is a fairer structure because it shares the burden between renters and property owners. The Metropolitan Water District, which delivers imported water to Southern California, is raising rates and property taxes to cover rising costs. Southern California’s water rates and taxes are byproducts of the 20th century, an era with vastly different climate and economic conditions from today. When the Met was created in the 1920s to bring Colorado River water to Los Angeles, Orange and four other counties, California was abnormally wet, although no one knew it at the time. They still didn’t know it decades later, when the State Water Project was built to ship Northern California water south. If these costs are not covered, Met will have to import more water from elsewhere, at even higher costs, or tap ever-scarcer (and therefore more expensive) water from existing sources.
Mortgage Rates
You can read more about the board’s mission and its members at About The Times Editorial Board. Should water users be happy about these increases? The answer is a counterintuitive “yes.” Costs would be higher and water scarcer in the future without modest hikes now. An unusually wet winter and federal largesse helped create a short-term Colorado River accord and gave California time to prepare for the hammer drop in 2026.
Opinion: California’s budget deficit will force difficult cuts. This one should be the easiest
Beverly Hills and other cities that get almost all their water from Met will be affected right away. Even with periodic wet winters, the customer base has stabilized, while the supply has become less predictable. Climate change and severe multiyear droughts make matters worse. We need to build new facilities to capture stormwater and recycle wastewater. Simultaneously, the old pumps, pipes, transformers and other equipment are aging and need to be replaced.
Editorial: Say goodbye to grass that’s only there for looks. California can’t afford to waste water
These capital projects represent fixed costs that don’t diminish as water use and revenue decline. Over the decades, Southern California’s residents may have come to think of cheap water as a birthright. But it will take additional investments to keep the water flowing. Even with higher costs passed down to consumers, water in this increasingly arid region remains a bargain. Under a budget adopted April 6 by the Met’s board, both taxes and rates will go up next year.
Opinion: California has to conserve water. Why is Sacramento dragging its heels?
The remaining decision was how to divide up the increase between rates and property taxes. Met board members from the city of Los Angeles opposed the formula on the grounds that higher property taxes will increase housing costs. But housing simply won’t be sustainable for renters if water costs are piled onto rates.

California’s rising power rates are an obstacle to climate action. Regulators need to modernize the way utilities bill their customers to encourage electrification. And for all that trouble, your water supplier raises your rates. Because everyone is using so much less that the agency is losing money.

That’s the dynamic in play with Southern California’s massive wholesaler, the Metropolitan Water District, despite full reservoirs after two of history’s wettest winters. The Met, as it is known, acquires and stores water to sell to 12 districts and 14 cities that serve about 19 million people in Southern California. To save water, you rip out your lawn, shorten your shower time, collect rainwater for the flowers and stop washing the car. The Los Angeles Times’ editorial board determines the positions of The Times as an institution.
The choice is whether whatever higher rates and taxes we pay will cover a consistently reliable supply or an increasingly sporadic and unpredictable supply. The rates charged to water agencies and cities will rise by 8.5% in 2025 and another 8.5% in 2026. Ratepayers in cities such as Los Angeles that have their own water supplies may not notice, because they will need relatively little Met water after the wet winter. Compton and other cities that buy no Met water won’t be affected by the rate increase.
But it was the leading 2024 presidential contenders who loomed largest — one in the Washington Hilton hotel ballroom, the other who definitely, positively, probably was not watching from Mar-a-Lago. "If I operated out of fear of a motion to vacate, I would never be able to do my job," Johnson told reporters this week. "History judges us for what we do. This is a critical time right now."

In the elections, George Washington was elected as the first president and the members of the 1st United States Congress were selected. Second, the speaker manages business on the floor and navigates legislative rules, structuring House debate in a way that will advantage their legislative priorities. Adherence to strict rules and procedures is necessary to overcome the difficulty of managing a large legislative body like the House of Representatives. The longest serving speaker was Sam Rayburn of Texas, who served on three separate occasions in the 1940s, 50s, and 60s. One Speaker, James K. Polk, went on to become the 11th President of the United States; both Schuyler Colfax and John Nance Garner later became Vice President. Paul Ryan ran for the office, but was defeated (prior to election as Speaker).

The Neighborhood Council system was established in 1999 as a way of ensuring that the City government remains responsive to the different needs and lifestyles of Los Angeles’ rich variety of communities. There are currently 99 Neighborhood Councils in Los Angeles, each serving about 40,000 people. While Mr. Fetterman may have been in the minority among his political peers, with most of whom following the president’s example and opting for a traditional tux, creative black tie proved a talking point.
He opted to resign from the House, despite being urged to stay on by House Democratic leader Gephardt. Subsequently, the chief deputy whip Dennis Hastert was selected as speaker. The Republicans retained their majorities in the 2000, 2002, and 2004 elections. The House elects a new speaker by roll call vote when it first convenes after a general election for its two-year term, or when a speaker dies, resigns or is removed from the position intra-term. A majority of votes cast (as opposed to a majority of the full membership of the House) is necessary to elect a speaker.

This was the first midterm election cycle, which took place in the middle of President George Washington's first term. The size of the House increased to 67 seats after the new state of Vermont elected its first representatives. During the republic’s early years, the speakership gradually gained power. By 1910, Speaker Joe Cannon had centralized power to such an extent that many of his own party members rebelled. Power was redistributed to committees and lower-level party leaders.
This was the 125th U.S. speaker election since the office was created in 1789. On the other hand, when the speaker and the president belong to opposite parties, the public role and influence of the speaker tend to increase. As the highest-ranking member of the opposition party (and de facto leader of the opposition), the speaker is normally the chief public opponent of the president's agenda. In this scenario, the speaker is known for undercutting the president's agenda by blocking measures by the minority party or rejecting bills by the Senate. The majority party members and the minority party members meet separately to select their leaders. Third parties rarely have had enough members to elect their own leadership, and independents will generally join one of the larger party organizations to receive committee assignments.
They enlarged the party leadership structure, creating wider networks of loyalty among members of the majority party while strengthening support for their priorities. The Republicans came out of the 2000 elections with a further reduced majority but made small gains in 2002 and 2004. Rayburn's successor, Democrat John W. McCormack (served 1962–1971), was a somewhat less influential speaker, particularly because of dissent from younger members of the Democratic Party.
Each state set its own date for its elections to the House of Representatives before the first session of the 19th United States Congress convened on December 5, 1825. The president pro tempore of the United States Senate is the second-highest-ranking official of the United States Senate, after the vice president. According to Article One, Section Three of the United States Constitution, the vice president of the United States is the president of the Senate, and the Senate must choose a president pro tempore to act in the vice president's absence. Since Gingrich’s tenure, speakers are often criticized as too partisan and too powerful, trampling minority party interests.
Two rival delegations, one Whig and the other Democrat, had been certified as elected by different branches of the New Jersey government. The problem was compounded by the fact that the result of the dispute would determine whether the Whigs or the Democrats held the majority. Neither party agreed to permit a speakership election with the opposite party's delegation participating. Finally, it was agreed to exclude both delegations from the election and a speaker was finally chosen on December 17. The roles of the parties reversed in 1994 when, after spending forty years in the minority, the Republicans regained control of the House with the "Contract with America", an idea spearheaded by Minority Whip Newt Gingrich.
Today, the role of the speaker is influenced especially by changes instituted by Speaker Newt Gingrich, who took the gavel after the 1994 elections. In the 2006 midterm elections, the Democratic Party regained control of the House of Representatives. Nancy Pelosi was elected Speaker of the House, becoming the first woman to hold the position. Albert's successor, Democrat Tip O'Neill, was a prominent speaker because of his public opposition to the policies of President Ronald Reagan. O'Neill is the longest continuously serving speaker, from 1977 through 1987. He challenged Reagan on domestic programs and on defense expenditures.
From early in its existence, the speaker's primary function had been to keep order and enforce rules. Furthermore, when no candidate received an Electoral College majority in the 1824 presidential election, causing the president to be elected by the House, Speaker Clay threw his support to John Quincy Adams instead of Andrew Jackson, thereby ensuring Adams' victory. Following Clay's retirement in 1825, the power of the speakership once again began to decline, despite speakership elections becoming increasingly bitter.

A party caucus or conference is the name given to a meeting of or organization of all party members in the House. During these meetings, party members discuss matters of concern. Elected by a simple majority of the members of the House, the Speaker is traditionally their party's leader in the chamber, and unlike the other House leadership, the speaker is a constitutional officer as established by Article One of the United States Constitution.

The speaker is responsible for maintaining decorum in the House and may order the Sergeant-at-Arms to enforce House rules. The United States House of Representatives is the lower chamber of the United States Congress, with the Senate being the upper chamber. Together, they comprise the national bicameral legislature of the United States. The House is charged with the passage of federal legislation, known as bills; those that are also passed by the Senate are sent to the president for signature or veto. The House's exclusive powers include initiating all revenue bills, impeaching federal officers, and electing the president if no candidate receives a majority of votes in the Electoral College. From 1977 to 1995, three successive Democratic speakers – Thomas “Tip” O’Neill, Jim Wright and Tom Foley – reinvigorated the speakership.

During the mid-1970s, the power of the speakership once again grew under Democrat Carl Albert. The Committee on Rules ceased to be a semi-independent panel, as it had been since 1910. Moreover, in 1975, the speaker was granted the authority to appoint a majority of the members of the Rules Committee. Meanwhile, the power of committee chairmen was curtailed, further increasing the relative influence of the speaker.

Neighborhood Councils are the closest form of government to the people. They are advisory bodies, who advocate for their communities with City Hall on important issues like development, homelessness, and emergency preparedness. Neighborhood Councils are part of the Los Angeles City government, and have annual budgets funded by taxpayer dollars. Neighborhood Council board members are City officials who are elected by the members of their local communities, but they donate their time as volunteers.

Claire lived with Danny and his three daughters for a time to help around the house after Danny's wife died, but moved back home when Joey and Jesse moved in. It was said that Claire is divorced, although her ex-husband's name is never revealed.
‘Shogun’ Is Over, But What About Season 2? Creators Justin Marks and Rachel Kondo Weigh In
Like her big sister, Stephanie found herself in a lot of tough situations while growing up, which lead to hard lessons. In "Fuller House," Stephanie inherited her Uncle Jesse's love for music, and has talent as both a singer and songwriter. Stephanie moved back to her childhood home to help raise her nephews after DJ's husband passed away. The heart of both "Full House" and "Fuller House" lies with the Tanner sisters. After losing their mother at a young age, DJ, Stephanie, and Michelle were lucky enough to have three dads to help raise them. Over the years, audiences watched as the young girls grew into young women, and overcame many obstacles along the way.
Character
During season 5, Michelle turned 5 years old and on the same day, her cousins, Nicky and Alex Katsopolis were born, she became friends with Nicky and Alex and wanted to hold them when they returned from the hospital. During season onward Michelle shared bedrooms with her sister Stephanie, which at first doesn't go very well. Michelle in Season 5 tried to ride a bike without training wheels with help from Joey, she gets hurt but later forgives Joey for the accident.
In "Fuller House" and "The Hole-in-the-Wall Gang", Jesse (with the help of Joey) recreates it into a living area for Jesse and Rebecca, and later Nicky and Alex. Located next to the living room, it is where the family prepares meals and includes a dining area where they eat together. It also includes a stairway leading upstairs and downstairs, a back door leading to the porch, and a small laundry area for the washer and dryer. There are two entrances to the kitchen, the aforementioned entrance from the living room, and the other from the other side of the living room where the laundry area must be passed first.
Living Room
The Fuller boys (like the Tanner girls before them) go through their own trials as they grow up. Even though they may get on each other's nerves, the brothers still love each other and stick together through thick and thin. During the timeline of "Full House," it's mentioned that Claire lives in Tacoma, Washington.
In "It Was a Dark and Stormy Night" (7.1), when they find out that she brought home a rabbit named Gilbert from Camp Lakota, D.J. Says she was supposed to release him before they left, and she explains that she wanted to do so, but he didn't want to because "it was his decision", but neither of her sisters were buying what she was selling. According to Today, the actual house in San Francisco has four bedrooms and four bathrooms. Although this home is a huge part of Fuller House and Full House, the physical house is actually a private residence in San Francisco.
She is depicted as being slightly mischievous, though her status as the youngest daughter of the family leaves many of her misdeeds undisciplined and spares her from punishment – much to the chagrin of her older sisters. Michelle is quite playful, being a young child; however many episodes end with her realization of a vital moral. She forms a very strong familial bond with Jesse (her uncle) and enjoys his company and playful teasing. She was the flower girl at his and Becky's wedding. Their relationship is so strong that she becomes crestfallen upon learning of Jesse's intended relocation from the Tanner household after his marriage to Rebecca Donaldson in the season four episode "Fuller House". She holds a tendency to scheme when met with a new desire as an enhancement to the comedy of the series but she eventually realizes the errors of her ways by the episode's conclusion.
Jimmy may not be the smartest man in the world, but he has a good heart. He is loyal and considerate, and he loves Stephanie. Although Stephanie is reluctant at first to give Jimmy a chance, in the end she finally admits her feelings for him, and they begin a relationship. As if the surprise that Kimmy Gibbler has a good-looking younger brother wasn't enough, no one could have predicted that Stephanie Tanner and Jimmy Gibbler (Adam Haganbuch) would have ended up together. Kimmy and DJ have been best friends forever, and though Kimmy and Stephanie didn't always get along, it seems somehow fitting that Steph would pair up with her little bro.
Meanwhile, Michelle learns how to use a piggy bank. Jesse is confused about whom to pick for his best man – Joey or Danny. The fourth season of the family sitcom Full House originally aired on ABC from September 21, 1990 to May 3, 1991. The opening credits of Full House showed the family enjoying a lot of the attractions around town, including the Golden Gate Bridge, Alamo Square Park, and the Painted Ladies.
The two are reunited for one last moment with the rest of the Tanner family. Episodes of Full House are available for streaming on the subscription service, Hulu. Michelle Elizabeth Tanner is the youngest Tanner sister on Full House, portrayed by both Mary-Kate and Ashley Olsen.
15 Full House Moments That Made Fans Cry - Screen Rant
The Real Reason Why Mary-Kate and Ashley Olsen Aren't on 'Fuller House' as Michelle Tanner
Michelle is a kind-hearted person with a heart of gold. She often turns to her family, (especially Jesse), for help on situations. As a baby, she was spoiled and Danny was too afraid to punish her as a baby. Eventually she becomes a sweet and kind girl whom everyone adores. Michelle is short, has dark blonde hair, green eyes and fair skin. In the earlier seasons of Full House (seasons 4-5) she would sometimes put her hair up in a bun.
The Definitive Voice of Entertainment News
Since premiering three years ago, the Netflix series Fuller House has brought much of the original cast of the hit '90s showFull House back together. While it's been fun watching the new adventures of the Tanner family over the course of the reboot's five seasons, one of Full House's most memorable characters, Michelle Tanner, has been noticeably absent. In fact, this house has since been updated from its appearance on the 1990s sitcom. When it was on the market in 2019, the house had a new black door and a totally modern interior, according to pictures from Today. This is completely different from the inside of the house seen on the show, which was a set built for the series. Despite speculation, Elizabeth Olsen, Mary-Kate and Ashley's little sister, was never officially offered the chance to take over the role in a winking guest appearance.
Joey seems to have fallen far from the Gladstone tree
Tourists can stop by the street and have a picnic, like the Tanners, in the park across the street, though the house isn’t available for tours or for visitors to catch a glimpse of the inside. The front of the house, seen during the opening of both Fuller House and Full House, actually exists. The inside, however, is not as real as some fans hope.
Jamie-Lynn Sigler Says the ‘Sopranos’ Set Physician Told Her Not to Disclose MS Diagnosis
In the season finale, Becky finds out that she is pregnant as Jesse tells her, he wants to go on tour with his band. Begins eighth grade, Stephanie goes to third grade, and Michelle enters her final year of preschool. In Fuller House, D.J. Tanner-Fuller, Danny Tanner’s eldest daughter, moves back home with her three children after the untimely death of her husband, Tommy. When Danny, played by Bob Saget, has to move away for work, his daughter Stephanie moves in with D.J. To help her out with the kids, alongside D.J.’s best friend Kimmy. Seen in only a few episodes, Stephanie once tried making her bedroom in here, and D.J.
Physical appearance
While anticipation was extremely high for the sequel series, the reviews were less than kind. But the cast was busy blocking out the nose with Candace Cameron Bure telling E! In the episode "The Hole-in-the-Wall Gang" (season 4), it becomes Joey's room. In the episodes "The Seven-Month Itch (Part 2)" (season 1) and "Fuller House" (season 4), after Jesse moves out, Stephanie moves back in temporarily. Until the series started, it was D.J.'s room.In seasons 1–4, it is D.J.
In "Leap of Faith" (8.21), she gets roped into going to a Counting Crows concert with D.J. And Stephanie, even going so far as to confuse the band with the Counting "Cats", "Cars", and even "Cows". Eventually her sisters have to correct her each time.
Michelle, Teddy and Denise get into an argument when Danny comes into class for Parent Volunteer Day. He gives an assignment to trace each student's best friend, leading Michelle to believe that a person could only have one best friend. The three then have trouble deciding whom to trace, allowing Michelle to take advantage of the situation. The three eventually make up in the end after Michelle picks Comet the dog as her best friend and traces him and Danny helps them to understand that they could all be best friends.
Full House season 4
Once Uncle Jesse married Rebecca, they moved into the attic together eventually with their twin boys. In 2018, Jeff was abruptly let go from the series after the studio received complaints about his behavior in the writer's room and on set, Variety reported at the time. Per the outlet's sources, he'd been accused of being verbally abusive to staffers and making inappropriate statements in the writers' room, including sexually charged comments about his personal relationships and sex life. Last year the cast was in San Francisco to celebrate the season 2 debut of Fuller House on Netflix. The cast stopped by the Tanner house and put their hands and feet in the cement. A friend of mine visited the house recently and said that the hands and feet prints are not on display outside of the house.
Producers initially envisioned the Olsen twins reprising their role as Michelle, but Mary-Kate and Ashley Olsen, who have since retired from acting but are still uber-famous, declined the opportunity. Despite leaving the acting world after the original series ended in 1995 to work in academia, Andrea Barber had no hesitations about reprising the role of Kimmy Gibbler as one of the new show's three leads. The scene was eventually filmed with a set of monkey bars instead. Candace Cameron Bure revisited a scary moment on set. Some of you know how much I love Full House and now, Fuller House!
When I went to San Francisco back in 2009 I had to stop by the Tanner house used on Full House. Remember how they used to show the houses, known as the painted ladies, in the opening credits of the show? Well silly me, I thought that one of those houses was the Tanner house even though none of them looked like it.

Wolfe says more than 50% of the 150 female offenders she has counseled molested their own children, primarily daughters. In the state’s regular prison system, only 103 of the 9,746 women behind bars--1.06%--are there for sex offenses, including statutory rape and lewd acts with children. That compares with about 12,500 men, 8% of the total male prison population. Only a handful of women, including Thrailkill, have ever been confined to mental institutions under state laws that allow for civil commitments of sex criminals after they have served their prison terms. Like other sex predators who have been committed, Thrailkill’s status must be reviewed by the state every two years. She may be recommitted only if two mental health experts determine her mental problems make her likely to molest again.
